Choosing between the Dictionary form and Ta-form depends entirely on when the model action happens.
– [わたしが いう] とおりに かいてください: I haven’t spoken yet. I am going to speak now, and you will write exactly as I speak. (Live Dictation).
– [せんせいが いった] とおりに かいてください: The teacher spoke yesterday (or earlier). Write exactly as they said in the past. (Memory/Replay).

Joy: 「ははが おしえる とおりに つくります。」
(Haha ga oshieru toori ni tsukurimasu.)

Why?
By using the Dictionary form “oshieru” (to teach), Joy’s sentence implies his mother is currently standing next to him, actively teaching him step-by-step as he cooks. Since she taught him in the past, he must use the Ta-form to replicate that past lesson.
Correct: 「ははが おしえた とおりに つくります。」 (I will make it exactly as my mother taught me.)
