「が」は、動作(どうさ)をする人や、そこに存在(そんざい)するものをピンポイントで指(さ)す言葉です。「誰が？」「何が？」をはっきりさせます。
“GA” identifies the Subject specifically. It marks WHO is doing the action or WHAT exists.
「が」 (GA) = Subject Marker / Identifier Pin.

「誰(だれ)が」「何(なに)が」と聞(き)かれたら、必(かなら)ず「が」で答(こた)えよう！新(あたら)しい情報(じょうほう)には「が」を使(つか)うのがルールだよ。
If asked “Who?” or “What?”, you MUST answer with “GA”! Use “GA” when introducing new information.

Why?
「いる・ある（存在）」の前は、普通(ふつう)「が」を使います。「猫がいます」が自然です。
For existence (imasu/arimasu), we usually use “GA”. “Neko ga imasu” is the natural way to say “There is a cat”.
